Responsibility for collecting Massachusetts wage reporting data will be transferred from the Department of Revenue to the Division of Unemployment Assistance (DUA). All employers, including those who do not have unemployment tax obligations, will be required to register thier companies and file their quarterly wage reports via the MA DUA new online QUEST system. Additionally, all employers currently paying their unemployment tax obligations via webfile for business (WFB) will be required to pay those obligations via QUEST.

These major system enhancements will affect mandatory new filing protocol for all Massachusetts employers effective fourth quarter 2009. The submission of paper returns will no longer be accepted by the agency for an employer.
